The Town of Hillsborough is removing the RFQ/P submittal requirement for a budget to be submitted in a separate envelop with the proposal for this work.  We have been advised that the “two envelop system” as it is sometimes referred to is likely inconsistent with state law and inconsistent with guidance given to design professionals by their licensing boards.

Firms/teams wishing to respond to this request should submit only their proposals as otherwise detailed in the announcement.  If firms/teams wish to provide unit pricing, they may at their option, but it is not required.
