Reminder: Hillsborough Enforcing Bulk Items, Rollout Cart Policies with Fines

As a reminder, the Town of Hillsborough will begin enforcing its bulk items collection and rollout cart policies with fines in July.

Notice of violations will be delivered by town staff or sent through postal mail. Residents will have five days from the notice date to comply with ordinances or a fee of $25 per day will be assessed for each day of noncompliance.

See below for more information. For any further information, contact Interim Public Works Director Ken Hines by e-mail or by phone at (919) 732-1270 Ext. 78.

Bulk Items Collection

The new ordinance on bulk items was adopted by the Hillsborough Board of Commissioners in April, but enforcement of fines was delayed until July to allow residents adequate time to become aware of the ordinance. The ordinance states:

Bulk items may be placed at the curbside no earlier than seven (7) calendar days before the scheduled collection date.

The town collects bulk items once a month during the second full week of each month. If the scheduled collection day falls on a town-observed holiday, bulk items will be removed the following business day. Examples of bulk items include furniture, mattresses, appliances and water heaters.

A work order may be placed for special pickup of bulk items outside the regular collection week; however, a fee will be charged for the special pickup. Work orders may be requested through the Work Order Voice Mailbox at (919) 732-2104 Ext. 222 or the Work Order E-mail.

In addition, bulk items that are too bulky, heavy or cumbersome may require payment of a collection fee based on the nature and amount of the materials and the estimated time required to perform the service.

Rollout Carts

Rollout containers for garbage collection may be placed by the curb before 7 a.m. for pickup on the scheduled collection day or after 6 p.m. on the preceding day.

Residents are responsible for removing all solid waste receptacles and uncollected solid waste from the street by 6 a.m. the day after collection.
