Hillsborough UDO draft text

For all those who previously received email updates on the Hillsborough UDO/Zoning Rewrite process, we have converted our contact method to this newsletter format from our website.  This method allows you to self-manage your subscription (i.e. unsubscribe if you wish) and allows others to self-subscribe.

The UDO process is still basically on schedule.  I anticipate a complete draft will be ready in mid-October, with many sections released piece-meal in advance.

Draft text is being posted to the rewrite section of the website in Word and Excel formats so that comments can be added and emailed to staff.  Please contact us if you need the files in another format.

If you wish to comment on any text, please save the file to your computer, add your comments, and attach it to an email to Margaret Hauth (margaret.hauth@hillsboroughnc.org).  Please send substantive comments, not typographical errors or edits.

The following sections are currently available:

Article 1- General Provisions

This section establishes the legal authority for the ordinance.  It is a legal necessity, but is not used often in regulating development.

Aritcle 3 - Districts

This section describes all the zoning districts.  Some districts are new and will not be applied to property until after the ordinance is adopted.

Permitted Use Table

This table (in Excel) lists all the anticipated uses of land to be allowed in the planning jurisdiction.  If a use does not fit in one of these categories, it is not permitted in town.  The 4 columns that are shaded are new districts that do not currently exist.  Comments on this section will be especially helpful if you think of desirable uses, but don't see where they would be allowed.  Also, the mix of uses allowed in a district are important.

Definitions

This table (Excel) provides definitions for terms.  If a term is not specifically defined in an ordinance, the regular dictionary definition is used.  Comments on this section that highlight terms that need definition will be especially helpful.
